The Development Agency of Serbia (hereinafter: RAS) through the implementation of the Financial Support Program for the beneficiaries of the IPA territorial cooperation program (hereinafter: the Program) aims to strengthen regional competitiveness and cooperation through the implementation of partner projects, as well as the improvement and sustainability of institutional capacities in the creation and implementation of projects.<\/p>

CONDITIONS FOR PARTICIPATION IN THE PROGRAM<\/strong><\/p>

All beneficiaries of the IPA Territorial Cooperation Program have the right to participate in the Program and use grants (seven cross-border cooperation programs: with Croatia, Hungary, Bulgaria, Romania, Montenegro, Bosnia and Herzegovina and North Macedonia, two transnational programs: Adriatic – Ionian Program – IPA Adrion and Danube Program, as well as the interregional cooperation program: Interreg Europe, if they meet the following general conditions: <\/p>

  1. that they are majority domestically owned, registered on the territory of the Republic of Serbia;<\/li>
  2. that they have settled tax and contribution obligations;<\/li>
  3. that for the same activities for which they are applying for grants, they did not use incentive funds from the budget of the Republic of Serbia, the budget of the Autonomous Province of Vojvodina, and the budget of local self-government units or donor organizations;<\/li>
  4. that they have secured independent financial participation;<\/li>
  5. that they have signed a contract with the contracting\/regulatory body of the IPA program and that the project is still in the implementation phase.<\/li><\/ol>

    The applicant can nominate only one project.<\/strong><\/p>

    FINANCIAL FUNDS<\/strong><\/p>

    The total budget of the Program is 10,000,000.00 dinars.<\/p>

    The available funds are approved per project as co-financing or pre-financing of 15% of the user’s mandatory financial participation in the projects, with RAS financing up to 10%, and the user a minimum of 5% of the project value.<\/p>

    Maksimalan iznos bespovratnih sredstava koji se dodeljuje po projektu je 1.000.000,00<\/strong> dinara.<\/p>

    POTREBNA DOKUMENTACIJA ZA KONKURISANjE<\/strong><\/p>

    Podneta prijava mora biti potpuna.<\/p>

    Dokumentacija koja se obavezno dostavlja prilikom podno\u0161enja predloga projekta je:<\/p>

    1. Obrazac 1<\/strong> \u2013 Prijava projekta (popunjena i potpisana od strane Podnosioca prijave);<\/li>
    2. Obrazac 2<\/strong> \u2013 Izjava podnosioca prijave o prihvatanju uslova za dodelu sredstava;<\/li>
    3. Obrazac 3<\/strong> \u2013 Izjava o dodeljenoj dr\u017eavnoj pomo\u0107i male vrednosti (de minimis dr\u017eavna pomo\u0107);<\/li>
    4. Obrazac 4<\/strong> \u2013 Podaci o partnerima na projektu;<\/li>
    5. Ugovor i prate\u0107i aneksi Ugovora <\/strong>sa ugovara\u010dkim\/regulatornim telom (za vode\u0107eg partnera na Projektu i za sve partnere na projektu) kojim se dokazuje da je Podnosilac prijave nosilac projekta ili partner na projektu (prihvataju se ugovori zaklju\u010deni 2024. godine ili kasnije, odnosno finansijska realizacija projekta ne sme biti zapo\u010deta pre 2025. godine, a projekat i dalje mora biti u fazi realizacije);<\/li>
    6. Bud\u017eet projekta <\/strong>(usvojen od strane ugovara\u010dkog\/regulatornog tela);<\/li>
    7. Uverenje<\/strong> nadle\u017ene poreske uprave da je podnosilac prijave izmirio sve javne prihode (poreze i doprinose), ne starije od mesec dana od dana podno\u0161enja Prijave.<\/li><\/ol>

      RAS zadr\u017eava pravo da, ukoliko je potrebno, zatra\u017ei dodatnu dokumentaciju od Podnosioca prijave, ali samo za kompletne prijave.<\/p>

      Na\u010din<\/strong> prijavljivanja<\/strong> i<\/strong> rok<\/strong> za<\/strong> podno\u0161enje<\/strong> prijava <\/strong> <\/p>

      Prijave projekta sa svim prate\u0107im obrascima i dokumentacijom se podnose li\u010dno ili preporu\u010denom po\u0161tom u RAS, u \u0161tampanom i elektronskom obliku (na USB), na adresu: Beograd, Kneza Milo\u0161a 12\/III, kancelarija 301, sa naznakom: Prijava na Javni poziv za u\u010de\u0161\u0107e u Programu finansijske podr\u0161ke korisnicima projekata IPA programa teritorijalne saradnje.<\/p>

      Javni<\/strong> poziv<\/strong> je<\/strong> otvoren<\/strong> do<\/strong> utro\u0161ka<\/strong> sredstava.<\/strong><\/p>

      RAS zadr\u017eava pravo da odbije blagovremenu i potpunu prijavu usled nedostatka sredstava.<\/strong><\/p>
