Regional Development Agency Srem prepared several project proposals that were related to the field of energy efficiency and renewable energy sources within the invitation to form a Unified list of infrastructure projects for the energy sector, during November 2015. This unique list is the basis for the financing of infrastructure projects under the EU pre-accession assistance IPA, national funding, including donations of bilateral arrangements with international financial institutions.
In accordance with the required methodology for the selection and prioritization of infrastructure projects, RDA Srem has proposed the following projects: 1) regional project of energy efficiency improvement in Srem; 2) Construction of CHP biomass heating plant in Pećinci and 3) Biomass heating plants in Ruma – settlement Tivol. The total value of the proposed projects is 20 million €.
The plant in Pecinci and Ruma are ranked for Unique projects’ list. The next step in preparing for the implementation of the evaluation represents the readiness of projects and their possible deficiency.
On this occasion, in the municipality of Pecinci was conducted visits of independent experts on behalf of Ministry of Mining and Energy and PPF 5 programme funded by EU, which provides assistance to the Ministry in the selection and prioritization.
We analysed the project of CHP plants in Pecinci, its basic parameters for implementation, technical documentation status, ownership status, feasibility and sustainability of investments, etc. Besides, to the hired experts, meeting was attended by representatives of local authorities, representatives of the JKP “Sava” Pecinci and director of the RDA Srem, Milan Miric.
The conclusion was a well-conceived concept of project development of new power plants, primarily in the fact of its relocation from the central zone of settlement Pecinci and use of biomass as fuel. As a next step imposes the preparation of detailed feasibility study of this plant, which would provide the most optimal variant solution for the plant, the type of biomass to be used as well as the consumption of final users, having in mind the needs of citizens, public institutions, and of the economy for heat and electricity delivery. Regarding this fact, experts will give their assessment of the readiness of projects and a proposal for further necessary steps.
