sliv_save_IV_morgThe 4th meeting of the Inter-Municipal Working Group (IMWG), for sewage collection systems and wastewater treatment in the Srem region was held on March 31 in Sremska Mitrovica. The theme of the meeting was the presentation of the final form of public procurement for creating of the Preliminary Feasibility Study (PFS) with the General Design (GP) of the protection of the Sava River Basin by constructing communal infrastructure of collection, transport and treatment of wastewater in the region of Srem and the related representation and election of the representatives of MORG in the process of implementation of such procurement.

The regular IMWG meeting for sewage collection systems and waste water treatment in Srem was a unique opportunity to inform the attendees about the current framework of the EU pre-accession assistance for the period 2014-2020. Lecture titled IPA II – planning and programming, has been conducted by Mrs. Gordana Lazarevic, a member of the Expert Committee of the Regional Development Agency Srem (RDA Srem).

Attendees had the opportunity to familiarize themselves with the content of the pre-accession assistance program for the period up to 2020 and to get a clearer picture about the chances of the region and the municipalities for funding under this program, through specific projects.

The main changes in relation to the IPA I are policy areas that will assist reforms, capacity building, investment, regulation legislation, and sectoral approach to assistance aimed at strengthening financial assistance and policy in the context of EU integration. Thus, IPA II focuses on a small number of strategic sectors identified by the beneficiary countries and the EU institutions, and funding through this program is aligned with national priorities. Strategic basis for implementation of IPA II consists of the EU National planning documents and Strategic planning documents. Basic strategic document for IPA II is Agenda Europe 2020.

Institutions, municipalities and regions have an opportunity to receive funding for their projects by a number of cross-border cooperation programs, and bearing in mind that one of the essential characteristics of the IPA II strategy is effectiveness and that the funds are intended for clearly defined goals, the opportunity to receive some funds should be utilized through accurately and efficiently defined projects. Total fund of the program is amounted to 11.7 billion euros, 1.508 million for Serbia.
