Accredited regional development agencies implement a standardized set of services that consists of four groups of services: training, advisory services, mentoring and a package of services for young and women entrepreneurs.
The overall goal is to support the growth and development of micro, small and medium enterprises and entrepreneurs, cooperatives and clusters by improving the availability, scope and quality of support services for their business.
The trainings provided by ARRA to existing and potential MSMEs include 10 modules which are divided into mandatory and optional.

- training for beginners in business;

- preparation of business plan and business with banks and investment readiness;
- financial management;
- exports - for first time exporters;
- marketing and sales;
- electronic business and information technologies in business;
- review of quality and environmental standards of importance for business;
- innovation;
- preparation for the European Single Market;
- participation of SMEs in public procurement;
The mentoring process is a professional assistance that a professional person - mentor provides to a business entity for a longer period of time.
Depending on the needs of the business entity, during the implementation of the Program, the mentor may allocate from 25 to 50 hours to one business entity.
Beneficiaries of mentoring can be micro, small and medium-sized companies, entrepreneurs and cooperatives that operate for up to three years or are in a critical moment for their further development or for survival in the market.
a) Youth package
The package of services that ARRA provides to young people within this program includes the help of an expert from ARRA to a young potential or newly established entrepreneur, aged 18 to 30 years. The assistance consists of available standardized advisory services, training "Training for beginners in business" one / more specialized trainings and mentoring services lasting up to 40 hours.
b) Package of services for women entrepreneurs
The package of services that ARRA provides to women entrepreneurs under this program includes the assistance of an expert from ARRA to an economic entity whose founder or owner is a woman or a woman is one of the owners with a majority ownership (minimum 51%) and one of the legal representatives. Assistance consists of available standardized counseling services, one or more specialized trainings and mentoring services lasting up to 40 hours.
